Windows Vista is just the latest Microsoft Operating System that suceeds Windows XP. Both Apple Macs and PC are good, although if you are driven by graphical applications the Macs are slightly more optimised for this. If you want bang for buck, or run general stuff like email, wordprocessing and internet browsing and (games) a pc in my opinion is slightly better (I use both apples and pc's).
From your description get a pc, Im sure the apple fans are hopping up and down in anger! There are far more many free games and software available for pc's and you can always dual boot a pc to linux (Apples latest OS 10 runs on top of a linux kernal already).
And for those that will quote Microsoft as virus ridden, as long as you have anti virus, firewall, and trojan blockers running (all available free) you are more than well covered if set up correctly - plus Microsoft are only targeted by so many hackers as (a) its one of the easiest operating systems to use and (b) Its so common, so a majority of people use Windows over Apples hence the hackers target the most popular systems.
Dont get me wrong Apples are great, especially for graphical appplications, but pcs are better for a wider usage (and considerably cheaper for the same spec compared to an Apple).
PS Be wary of really cheap PC's, they tend to downgrade or cut corners to get a better price. Look for a decent spec pc - try and get a dual core AMD or Intel, as the single cores are old technology, and try and go for a 64bit CPU even if you are running 32bit OS - a 64 bit chip will future proof your pc and run 32bit operating systems faster than a 32bit cpu would (Vista and XP come in 32bit or 64bit buy the normal one, the 32 bit version unless you have a lot of money!), make sure you get PCI Express not just PCI buses, and make sure you get a decent graphics card (Vista requires a decent grpahics card to run all the nice gui features) and oh yes most important make sure you have a decent amount of memory 1gb or more should do you more than fine, although you can run ok in 512Mb as well - dont go under 512Mb!

All pc's are far far less expensive than macs.
If thats all you are going to be using your computer for, then any will do.
If you get a computer at best buy, they offer free upgrades to vista.
You could go with the cheapest computer there and you would still get the upgrade.
They also have really good service plans.
Personally, I would build my own, I have been for 13 years. I advise against getting a dell or any other computer that doesnt have some sort of store you can go back to. Also, big companies like dell tend to add loads of unnnecissary programs that bog down the most powerful computers.

If you are not a big gamer then choose Mac. It is more stable and less prone to viruses and other nasties...Avoid M$ whenever and where ever possible...
