Open up the table in access. When you have the view showing all the fields and the data, then click View (on top menu bar), then Design View.

Go to the field you want to use as a decimal. Make sure Data Type is set to Number. Now look at the very bottom where the field properties are.

Click on Field size box and you should see a pull down menu appear. Change that to decimal.

Change scale to the amount of decimals you want to be to the right (ie 2 for something like 1.99, choose 3 for 1.995, etc)

Decimal places field, I usually choose Automatic.

So in a nutshell, the field properties should look like this:
Field Size: Decimal
Format: Leave Blank
Precision: 18 (is good)
Scale: 2
Decimal places: Automatic

Everything else, you can leave as is.

Good luck.

Click on the table, Click on 'design', Click on the field. Make the field a number rather than text and set the field format to 'double' rather than long integer, this specifies a numerical value and allows as many decimal places as you are likely to use
