Where are they? where is a air controller located? in the tower?

The ATC and ground control are located in the tower at the airport.

There are more than one type.
And they are not all located in towers.
You can work at an uncontrolled field as a kind of advisor. I forgot what its called, havent flown in a few months now.
You can work at a class d controlled field directing traffic and guiding planes while they are on the ground.
You can also work as a approach and departure contoller at a class d with a terminal radar area around it, or a class c or b.
Also, you could work at a class c or b airfield directing mostly large aircraft, usually instrument. That means that the approach control hands off incoming planes to you, and you direct them to land. Or you direct and hand off traffic to departure control. Or you couls work departure of approach control.
The there are "centers" which provide radar traffic advisories to visual traffic and spacing and guidance to instrument traffic while they are enroute. They usually recieve traffic from departure controls or are contacted by instrument traffic shortly after takeoff. As the traffic gets closer to the destination, they usually hand the traffic off to another controller, or to another center if its not in there juristiction. If the destination is not controlled, then they can either discontinue service, or guide you in if you are instrument traffic.
Or you can work for a flight service center, which provides weather and other services to aircraft, such as opening flight plans. They dont control traffic, but have a very important job, and they get to interact with pilots much more than controllers.

If there's a tower, ground and tower people are in the tower. Center or Approach/Departure Control are in a different place.
