when one regrets with sincerity to God is when one is forgiven
is not based in simply confessing if you don't truly regret it
and God make his own decision, he doesn't wait for others to forgive the person that asks for forgiveness

Well, maybe my answer is not the kind of answers you're looking for but I would like to answer your Qs from a different angel.
In Quran, it is mentioned that if you ask God for forgivness and you quit your sins for good, then God MAY forgive you and MAY NOT. So from an ethical and polite behavior it is best to ask people who you've harmed 9even yourself) for forgivness than ask God for his forgivness. Not once. Not twice. But always.Sin never goes away by confessing. Confessing only makes you recognize your sins.

Actually, it will really be nice if you hurt someone and go and say them how sorry you feel, You will really make that person happy. But Jesus told, "I tell you, there will be more joy in heaven over one sinner who repents than over ninety-nine respectable people who do not need to repent."
One has to repent means you have to feel sorry that you are doing mistakes/sins and then ask God. He has all right to forgive because, He created the person you hurt.

We are forgiven by God if we have forgiven those who have sinned against us. No, our sin does not go away if we confess and ask for forgiveness. Sin is manifested in the flesh. We must also repent (turn away from) of our sins. Resist the devil and he will flee from us. To suffer in Christ means to cause our flesh to suffer by not commiting sin. Our flesh is warring against our spirit.

Not really that simple, Jesus fits into this story a bit.
You believe Jesus died for a reason
that reason was for your sins
You accept what he did and believe what he did is true and right
according as told by the Bible
And your sins are washed away, and you start on a journey to finding out what else you can do for God in his name Jesus Christ, these things are all found in the Good Book called the Bible

God will always forgive you initially, but you can't keep doing the same thing and asking for forgiveness each time. This is abuse of his grace and he won't tolerate this.
Who soever calls upon the name of the Lord SHALL be saved.
Sin's forgiven is saved/forgiven. Shall is unconditional!

It's called repenting. You can't just confess and whipe the slate clean, you have to be truly sorry about it and ensure you never do it again. Otherwise it's an empty confession.

The Bible says to repent of your sins. Repent means not only to confess but to atone also. Jesus also said to go and sin no more. So if you repent and intend to do it again the repentance is not real.

Yes of course it sounds grazy to people who don't believe. And believers will say that disbelivers don't want to study and lack faith. One thing is true, there are always yin and yang in this life and universe, that is: pros and cons.
