i lost my picture card, but i have the counterpart of my driving liscence however it does have a different address on

just wondering if i can drive withou the picture card if i show relevant ID

No, as far as I know you need both parts.

If you read top of your counterpart it says:
IMPORTANT INFORMATION: The photocard and paper counterpart should be kept togther. Both must be produced when required.

Yes you can drive without it, but if you go a test, or asked to produced evidence of driving certificate, you will require both.

Replacement forms can be obtained on the DVLA website or from the post office. I think it cost around £19=

No reputable instructor should be prepared to take you on as a pupil without seeing your photocard. As stated in another answer you will need the photocard for your theory & practical tests. Also as you have the wrong address on your licence you need to tell DVLA your new address. Failure to do so is treated as a criminal offence & can be punished by up to £1000 fine.

Fill in your details & they will sent you the form in the post.

A driving licence is a photocard and the counterpart. With 1 lost, it's invalid, not a licence. Also you need the correct address on your licence.

Call the DSA ASAP! I assume it's less than then a week to Test Day, so you can't get a refund of you test fee. You'll need a piece of official identification (e.g. Passport). When you call the DSA tell them the situation then they'll call up the DVLA and get them to fax a form to the test centre to prove your eligible for the test, bring along to the test anything and everything you still have with your Driver Number on it.

No you must provide both parts of the license. You can apply for a duplicate license.The DVLA website has more information on how to do this. You can change your address when applying for a duplicate as well. I think it costs you nothing if you are changing address but it would cost you £19 for a duplicate.

i was able to have driving lessons with only the paper part of my licence but you'll need the photo card for your test

No as you could be anyone. You need a picture of you on your driving licence.

You need a complete driving licence. The one you have there is incomplete.
