During the first world war aeroplanes initially were used as observation platforms for the infantry to see where the enemy was. At first, aeroplanes from Germany, France, Britain waived at each other as they flew about gathering intelligence.
Then, as the realization of the purpose of the missions was apparent, observers began carrying weaopns and firing on the other sides planes.
Eventually, the pistols and rifles turned into machine guns and basically all combatants began building specific planes i.e. fighters to shoot down the other sides aircraft.
Pretty much simulataneously the fighter plane emerged and began to become a factor in the new conflict "the air war".
Germany developed a mechanism which enabled machine guns to fire between open areas of the propeller blades, and the British and Americans eventually also developed this technology.
Prior to this, the British mounted machine guns on the top wing of the biplane (two winged) aircaraft they flew.
The advantage of firing in the line of sight for the pilot (between rotations of the propeller blade) was that where the pilot looked, the bullets went.
It was pretty much a draw as to which side had the best fighter planes, the Germans had the Fokker aircraft, the British the Sopwith Camel, the Americans (relative late-comers) had the Spad.

Many, many different countries have developed fighter planes :

The United States of America, Germany,France,The Netherlands,Belgium,Italy,Spain,Poland, The USSR and The United Kingdom all developed fighter planes.

The first true fighter was the focker eindecker.
Before that, most combat aircraft had a gunner in the front or back seat, and were not designed for air to air combat.
The eindecker had the first machinegun that could fire through a moving propeller.

The first combat aircraft was british. it attacked the italians and they shot it down a few days later.

The good old US of A. The first guy to try it just bolted a gun to his plane and bolted metal plates to the back of his propeller. I think he was a brit. This was ww1.
