I beleive it was France, however it was just a natural progression of 2 enemy spotter planes firing pistols at each other, and soon the idea of a mounted gun and or gunner was installed. as for who was first? Remember whoever wins the war, writes the book!!
we will likely never know who mounted the first machine gun to attack as a weapon.
