Yes, it is correct. A "Thank you"-letter is something you send out usually after an interview or meeting, in which you appreciate the time and quality of the meeting the other person has offered.

Sure. You could begin your letter with the words, "This is just a thank you letter (or thank you note) to let you know I appreciate..." and carry on from there.

A "thank you letter" is a letter or note to someone thanking them for what they did for you/gave you. Hope that helps you.

I'd write one of the following:

A "thank you" letter, or
A thank-you letter

because you're using 'thank you' as an adjectival noun.
