It is called Dobhi itch (means washerman itch). This is familiar in India. it comes from the cloths washed by the washerman. The generally collect cloths from different persons, which may also include a patient having eczema or fungus infection. It spreads though the cloth.
It is only fungus infection. Please show to your doctor and he will prescribe some skin ointment.-

If you read some of the stuff they say about HPV (genital herpes) you'll see that one you dont need to have sex to contract it....skin to skin contact is enough (and dont forget anyone with it, unless they have the symptoms..warts, you do not know if they are a carrier) Also the info tells you that you can get them at the top of your thighs, around your butt, and obviously the genitals. So if you suspect you may have them then you could go to your local STD clinic (GUM clinic) and if they are the same as my clinic they will do a visual diagnosis for you. Goodluck

A rash. Jock itch? Sounds like a rash or infection in a line caused by sweat or something in your pants. Guys sometimes get Jock Itch, it's easily got rid of with a bit of Canestan. The red bumps are just inflamed bits.
Another thing that can happen round there is Shingles. I picked that up from a toilet seat when I was a teenager.

It is possible to get herpes on any part of your body. I saw a little 1 year old child with herpes on his shoulder. It was cultured and was positive for the virus.

Yes it is possible because it happenend to me.I went to the doctor and he said it was herpies.it was a cluster right on my thigh and it lasted for about 4 weeks.i have herpies down below and i did'nt realize it could spread to your thigh but it did.it only happened once when i was stressed out real bad.Dont worry
it will go away by itself.They do have cream that makes it feel better.I hope this helps you out,bye

i dont know about the upper thigh...but herpes can be acquired through kissing
i.e most children acquire herpes from a relative/ parent after being kissed

Maybe it could be an allergic reaction, if you want to avoid going to the doctors then try an allergy medicine from the chemist first but it's unlikely to be anything serious.Good luck
