That pretty much means that feelings were there but not love......more liking someone alot.....now hard feelings would be something more serious like love, feel me?
Also lookin from a New Yorker perspective if you tell someone "No hard feeling buddy" for us it means i am not mad at you so no grudges.....do your thing.....;)

well he is looking for a chance with you... he wants to get back with you again... and to start the whole conversation and interaction again with you.. he is being honest with you... if he had come and said that he has the hots for you that would be completely artificial... i think the guy is serious about you and he wants you back in his life... go for it and keep it natural... the best way to see how things turn out is to leave them naturally and just see them take shape infront of you.
