at what age do they understand words and actions?
when can you teach them what is right and wrong

You should begin the moment they are born. I don't mean that a newborn will do anything wrong. But you can talk to them. You would be surprised how much they understand at such a young age. However, I personally believe that a normal child can distinguish right from wrong (if they have been taught from the beginning) at about age 8. At that point, they know if they've done something wrong or not.

You should start with right and wrong from the very begining. That's how they learn. Children at a young age know what "no" means if it's used. They may not understand why they aren't supposed to do something (until they reach the age of reason) but they know they are not allowed to do it...if you are consistant.

Start from the beginning and it will be easier as they get older.

They can understand simple words and a few actions as early as 1 and cause and effect as early as 2, but right and wrong is much more complex. By teaching your child not to touch the stove (NO! HOT!) they are learning that they're in control of their own safety, which is extremely empowering. A philosophical sense of what is "right" and "wrong" morally....well many adults still don't know. Your child will depend on you to lead by example.

You can start teaching them as soon as they become mobile. I've watched my daughter closely and noticed she began to grasp my words and actions around eight months old. Now she's almost two years, and clearly understands the difference between right and wrong. Of course that doesn't mean she always listens, there's still times of testing her boundaries.

I don't think there's a specific day/age that a child can pick up right and wrong. When he goes to put something in the electric socket and you tell him NO, he automatically knows he shouldn't do that because you told him not to... I think it takes the child a bit longer to learn to use integrity within his own self to make decisions that are right or wrong. If that helps...

My daughter is 2 1/2 and knows most of what she should be doing but still does them out of spite, where as my son, 11 months, already knows that when I tell him no he needs to stop what he is doing and listen to me. The ages of punishment very (and the types.) Just try your best teaching your child what they should and should not do, but don't get angry if tey don't listen to you right away.

6-9 months. People don't give children enough credit. I love this baby age, you can see their brains working. They grab everything, and put it in their mouths. This is when discipline begins (no, this does not mean spanking at this age) but redirection, and a firm (but not to loud) NO! Then it's just repetition. After a while, you can see them understand what "No" means. WELCOME TO PROGRESS. This is just the beginning of you journey of "right and wrong".
