You could do volunteer work or join a club... I am sure that there are a lot of things to do in your city that are free or easy on the budget. Look in you local free paper. Most cities have a lot of free "news" magazines that have weekly entertainment listings.
If going out is to expensive then set a budget for evenings out.
My husband and I leave a $20 at home (for a cab) then set a budget for the night. We always eat dinner at home and have a few drinks before we leave. We only bring cash with us when we go out and only the budgeted amount, when we are out of cash we call a cab and go home (paying for it with the money we set aside earlier in the evening).
Just be smart about going out... you don't have to spend a lot of money to have a good time and meet new people!

The internet, at work, via friends. Money should not be an issue. Don't make your help sound poor, you not I sure you have a lot more to offer then a lot of people with money.
I think if people want to marry money the should marry a bank. I don't want to sleep next to money I would to sleep next to a person.
Think about what you have and not what you dont' have.

At work, schools,clubs,bars,walk around the mall. Get on line of course. Start a book club or, some type of after work group. Try all these things and see, how many friends you will fine. Then you will realize you never really wanted friends. LOL

walk in the park. watch people bowling. honestly, i know a couple, they were so broke, that they hung out at the bowling alley and WATCHED the people bowl. (this was 25 years ago mind you). hang out at your place (or their place) and watch a movie, watch tv. watch a comedy news show (colbert report, daily show or something). I had a date once where we just drove around, and parked at the local Porsche dealership and walked around talking and looking at cars!
