How do I get title to a car in my name after both title and car been stolen but recovered by police?

A friend of mine had his car stolen at gun point and was forced to sign over the tittle to the car. The thieves repainted the vehicle and resold it on the streets. My friend reported the vehicle stolen and was recovered by the authorities. After the car had been recovered, it was sold to me, but the title still shows the new owners name of the person that had bought it after it had been repainted and sold on the streets. How can my friend get title back in his so he can sign over the title to my name? What are the steps he has to do? What is the turn around time?
