If you have access to a Bible, you can show him these scriptures and then see what he has to say:
Acts 7:48,49 says: "Nevertheless, the Most High does not dwell in houses made with hands; just as the prophet says, 'The heaven is my throne, and the earth is my footstool. What sort of house will you build for me? Jehovah says. Or what is the place for my resting?"
--Your friend, obviously dwells/lives in a house, or building of some sort, something made with hands. So this alone disqualifies him from being God.
2 Chronicles 2:6 says about God: "And who could retain power to build him a house? For the heavens and the heaven of the heavens cannot contain him,...."
Exodus 33:20 (God said this to Moses): "....You are not able to see my face, because no man may see me and yet live."
---You can see your friend, and so can other people, so tell him he can't be God because of this.

In one sense we are all facts of the Creator through our Souls that the Creator made before the creation of the physical universe.
The question of course is does he truly believe so or is he pulling a joke on you with a straight face.
If the first see if he will let himself be tested for one of the mental illness that causes this condition. He can only be asked but not made to do so. If he checks positive the doctor can only suggest a treatment but cannot force him to do it. you would have to wait until he tried to do himself or others harm before that can be condoned .

He is either mentally ill or just exploring his belief in a different way. I wouldn't do anything just yet. If he actually tries to use his "powers" get him some help but otherwise, just go about your life and continue to be his friend while he goes through this.
