Yes it does. Hell was invented to scare people into making sure they follow the Church's tenets. Other religions and cultures have an underworld in the afterlife but everyone goes there, not just "unrepentant sinners". Seriously, how can you go somewhere you don't even believe exists in the first place? You don't.
