Congenital only means that it was present when the person was born, not that it is active or progressive. Some congenital disorders (for reasons that are poorly understood) require other predisposing factors to become active, such as dysfunction of regulatory pathways, genetic damage, hormonal change, immune dysfunction, etc, which may occur later in life rather than early. I'm not certain about the role of recessiveness/dominance in early and late presentation, but autosomal-dominant disorders tend to be fully expressed because it is the predominant phenotypic trait, while recessive disorders may need assistance from one of the aforementioned factors in order to become prevalent.

Every function in the human body is controlled by genes which are present in two copies - one from each parent. Autosomal dominant diseases are those in which one copy of a gene is mutated while the other copy is alright and carries on with normal protein production. Therefore most of the dominant disorders are late onset (not to be confused with adult onset diseases like diabetes, hypertension, glaucoma, etc which are complex diseases brought about by the interaction between and genetic and environment factors). But since in autosomal recessive diseases both the copies of the genes are mutated, the onset is early in life. The onset could be anywhere from birth to 16 to 18 years of age. And the clinical presentation would be very severe. But please remember that congenital disorders are not always autosomal recessive in nature; they can also be due to gross chromosomal defects. Similarly, not all autosomal recessive disorders are strictly congenital. Recently it is also understood that more than a recessive mutation, certain other genetic events also govern the onset of autosomal recessive diseases.
