When Paul says that God loves a cheerful giver he means that God wants you to be happy when you give. If your going to give through force or grudgingly then you might as well not give because its not with a cheerful heart.
2 Corinthians 9:7
7Each man should give what he has decided in his heart to give, not reluctantly or under compulsion, for God loves a cheerful giver.

That scripture shows us that we should give from our heart with love not be giving by compulsion, that is not money from what we have spare but from what we want to give to him even our time he holds dear, when we spend time to do things for him, this may include the telling about his blessings that others can have just like we can, it may include the time we take to study his Word the Bible and the things we do for others who need encouragement or help in some way, it also means what we do to tell others about him and to proclaim his name and use his name not just his title God or Lord.included also is communicating with him in prayer talking to him as a friend.
