In my experience as an electronics and communications engineer, it is perfectly ok to plug/unplug RCA cables while the TV is on. You may hear some statics while doing so and there's nothing to worry about. However, if you hear the statics/buzz when the plugs are already in, then you may want to check the quality of your cables. Plugging/unplugging the RCA jacks (with cable of course) is just like doing the same to a microphone. Do you turn off an amplifier when pluging/unpluging microphones?

Sounds like you are plugging one of the audio cables into the composite video port.

It is not a good idea to make audio connections with the system on. You could get very large transients that could damage your amp and speakers if the volume is turned up. If you must do that, turn the volume all the way down first.
