Hang out with the guy more, get to know him better and at the same time let him know you better. Once you spend more time with him, chances are he will think of you more.
If you do not know him, initiate a conservation (look casual of course) or ask a common friend to make an introduction.
IF by chance he has positive feelings for you, then just slowly move on to the next stage, if the feelings are negative, say goodbye and move on, but remain as friends.

What are his interests? Is he a jock? Is he in band? Does he have hobbies? A nice car?
Find out as much as you can about him and cultivate interests that match or compliment his. Then try to find ways to be noticed by him. Get to be friends with his friends (both guys and girls) and speak to him whenever you can.
Take special interest in your appearance and be well-groomed and pretty. He will notice you. He may be interested. Try not to overwhelm him as guys are sometimes pretty shy with girls and this could scare him off.

It never hurts to be making yourself prettier each day by use of makeup or whatever girls do to make themselves look good. At the same time, you need to join an organization, or sports team, or whatever to be around him. Then you need to speak to him. A guy will notice you if you speak to him.

Maybe ask a friend to communicate these affections for you. You could possibly tell him yourself or communicate with body language i.e. smiling, glancing, biting your nails, or playing with your hair.

Make eye contact with him and not creepy i watch you when you sleep contact just catch his eye hold it a second longer than normal then look away. be at places he hangs out and my personal fav just go talk to him get to know him more and let him get to know you.

just drop small, subtle hints. for him, obviously. kinda walk around him every now and then. strike up a conversation. you never know. hey, this is only MY opinion.
