mikeysco has the correct answer. When you hire a ditch digger you expect him to dig a ditch for you. If all the other ditch diggers dig 15- 20 feet of ditch everyday, why is this guy only digging 3-5 feet a day. He's either lazy or doesn't know how to dig. Everyone who drives knows, even as the untrained, that they can spot violations all over the place. He's hired to enforce the law against violators. This guy is a slouch.

I was just discussing that a few weeks ago with a Friend (I don't live in CA though).. If it's the first of the month, around here, cops just look at you and wave..even if you are speeding BIG time.. About the 20th of the month, you will see 20 cars pulled over in 5 miles. Coincidence? NOT!!THere is a cop here that was honored a few years ago for bringing in "most of the revenue" from tickets. So, yes. They all do

I don't work in the Socialist Republic of California. I get asked that question about quotas every now and then. My stock answer is, "Yes, three more tickets and my wife gets a toaster"

Common sense and logic should tell you that ALL traffic enforcement people from meter maids to traffic cops have a quota. Fines account for a good part of city revenues.

Quotas have been ruled illegal by courts on more than one occasion. Even for CHP.
