I want to move back to where I'm from but my sister is bi-polar and I am scared that if I moved back to that area she is going to use anything she can do including manipulate my friends, co-workers and roommates, like she has a in the past, to control my life. Should I not move because of her or should I move and just give the people I work with a disclaimer?

Maybe you should pick people to be around that are not so easily manipulated. If people know you and respect you, then they won't take so seriously whatever your sister does. Of course you cannot pick your co-workers, but maybe your work ability and quality can override whatever your bipolar sister comes up with.

By the way, manipulation is not a natural extention or symptom of bipolar disorder. It must be something she developed over time or something you became oversensitive to. So don't focus on her bipolar, focus on her manipulation.

I think you should move back to your home area if you have strong reasons for wanting to do so, such as job opportunities, wanting to be near family and friends, etc. But also, so long as you don't have children now or plan to have children in the future. Your co-workers and friends can brush off her crap, but what effect will a bi-polar aunt have on your children? That would be my main concern.

It's kinda like being in a War and deciding whether to move closer to the battle zone or away. You need to balance the risks versus the reward. If it was me I would stay away from the battle zone in this case, but that's just me.
