The stores must take them off the shelf by the use by date, and most time they will donate to various charities. Missions, clean and sober houses, battered women shelters, food banks, etc. And yes, they can write them off.
Speaking of Alaska, at the mission, one time we received an entire shipment of yogurt from Alaska bound for Costco here in Washington, because the shipment didn't arrive at the store until the use by date. So Costco averted the yogurt to us. SCORE!

Sadly, a lot of them do.
However a lot of stores give to food banks, feeding the hungry.
I can't say for sure but I have heard that our government lets food go to great waste before giving it away to feed anyone that needs it.
The stores that are in my area (Alaska) are in a better position to give than to throw away, it's cheaper and we don't want the trash mucking up our state. And a lot of people eat really well here because we can't afford to throw it away. Maybe the shipping costs are too great to send it to the dump where you live. We can all give thanks.

Most of them go to the "expired items" sectoin or shelves for more than 50% off. And rest of them goes to local farmers as animal feed. I own a grocery store and I donate them to the local people who raises pigs or cows. It is againt the law to have expired items on your regular shelves.

yes they do unless they work with a agency then they sometimes can donate it. otherwise it goes into the big dumpsters then people usually go dumpster diving to get the food out for their families.
