This happens because the air in your nose is a lot warmer than the air around you. Think about when you take a shower - the bathroom gets all steamy from the warmth. The same kind of thing happens in your nose - water drops come together or condense, mix with your mucus, and run out your nose.

It's trying to get back indoors!
Sorry, I couldn't help it...
Ok, here's what I found for you on that topic:
http://kidshealth.org/kid/talk/qa/nose_run.html
This was taken from the above URL:
"Baby, it's cold outside - When you're outside on a cold day, the air in your nose is a lot warmer than the air around you. You know how the bathroom gets steamy when you take a shower? Something similar happens in your nose - water drops come together, or condense. Then the drops mix with your mucus and run out your nose."

It is your body's defense mechanism against cold air. Noses tend to run on cold climate so that it won't dry up. So if you catch cold because of the cold climate, don't take medicines immediately. Just warm yourself, take a rest and just let it go away.

Bonita is from a different planet. Your nose running is a defensive action started by your body to make it harder for you to get sick by keeping things moving, keeping it outside of your body.
