An international licence is only good with the underlying home licence, and it is a multilingual translation of your licence. If you are a visitor from Mexico, you can use the Mexican licence with the international licence. If you are living in the US, an international licence issued in the US is void in the US, and you must get a state driver licence from where you live. (If you are an illegal immigrant, you have no legal licence.)

Who, or what state or federal agency issued you this "international license" in Nevada?
In Nevada, you have to provide a U.S. birth certificate, social security card, and drivers license issued by a state/federal government in order to obtain a NV license.
If your "international license" is a fake...you're in trouble and no it doesn't work as a regular license. Anyway can buy a car, but you have to have a state issued license in order to obtain insurance and if you can't obtain a state issued license you can't get insurance which means you can't leave the dealership with the car.
Get a valid NV license and NV insurance and you'll have no problems.

No the international license is of no use. You do not need a green card to get a driver's license. No, you will probably not be able to take out a car from a dealership because it is not a legal form of identification. You might be able to with a passport and your license from Mexico.

I was an agent for progressive insurance and we would insure people with international license, it's more expensive. But you will have legit insurance and, as far as I know in the state of Arizona you will be able to purchase a vehicle. That is of course if you have your financing taken care of. The dealer does not care what state/country your license is. As long as you have proof of financial responsibility "insurance".

Not every jurisidiction recognizes this kind of license.
So it is very hit or miss and is the center of a raging controversy right now in the states. You are better off getting a real one, if you can.
Many want to prohibit the use of such licenses because of the easy ability to forge such documents.
A car dealer that would let you go with this kind of document would be taking on an enormous risk.

First the dealer Dose care what kind of license you have!! I would not let you take a car for a test drive off my lot, but if you were sincere and had financing I would give you a test drive with me or a sales person doing the driving.
