Converting MPEGAV to a different file?

Hi I just transfered my VCD's to my computer and I'm trying to break it into bits.
I tried importing the MPEGAV (Which is where the actual Movie is) file into windows movie maker but it didn't work for me.
Please can someone tell me how to convert a DAT file into a MPG file. I've been trying to do this for ages and I'm getting upset because it's not working for me.
