It depends on if the two states have a reciprocity agreement to honor each other's violations.
Regardless of whether or not you get points on your license in NJ....your auto insurer will still find out.
The violations get reported (usually daily) to a firm in Atlanta known as Choice Point, which buys the data and in turn sells it to insurers so they know to raise their policyholder's rates, if warranted.

You do if the state of Mass. sends the record to NJ. I once got a ticket in W VA. and they sent it to where I live in VA and it went against my record. I had no other points at the time, but I do now.
