You are experiencing a thing called "interaction between dissimilar metals". The bolt is a different material than the bottom bracket and as such it is starting to seize up.

I can only suggest WD40 or Liquid Wrench and let it set overnight. Using heat will destroy the crank and probably the BB as well. Once the thing has been doused and left to marinade, set the bike on it's side and support the crank, put the wrench on the bolt, and whack the wrench with a hammer. Try to TIGHTEN the bolt NO MORE than just trying to move it, then LOOSEN it.

When reassembling, apply a small amount of anti seize compound to the threads of the bolt (found at auto parts stores) and reassemble. Do NOT lube the BB spindle or crank arm. Make sure that you tighten the bolt to manufacturers spec torque.

spray some DW40 in their (careful not to spray anything else) let it sit for a few mins, then try removing it. use a bigger wrench (to apply more torque) and make sure you are turning it in the right direction!

i use Liquid Wrench and let it sit for a while, even overnight if it is real bad.
