According to the Bible, the apostles were the first of the 144,000 bought from the earth to be kings and priests and to judge, for the thousand year reign of Jesus Christ. However, they did not go to heaven directly upon their death, but later when the resurrection of the anointed began. Before Jesus died and was raised to heaven, no human had ever gone to heaven.
Colossians 1: 18: "18 and he is the head of the body, the congregation. He is the beginning, the firstborn from the dead, that he might become the one who is first in all things;"
Really meditate on what that verse says...'the firstborn from the dead' That was Jesus. He was the first human ever to die and be raised to heaven. Abraham, King David, Moses, Noah...are still awaiting resurrection to life on earth. They never had the hope of going to heaven because they knew that God created the earth for humans and one day he would fulfill his purpose for the earth and they would have everlasting life on a paradise earth, just as God had planned for them to from the beginning. That is why King David wrote the 37th Psalms...
Psalms 37: 9-11, 29; "9 For evildoers themselves will be cut off,
But those hoping in Jehovah are the ones that will possess the earth.
10 And just a little while longer, and the wicked one will be no more;
And you will certainly give attention to his place, and he will not be.
11 But the meek ones themselves will possess the earth,
And they will indeed find their exquisite delight in the abundance of peace
29 The righteous themselves will possess the earth,
And they will reside forever upon it

After Jesus' death.
Read Matthew 11 verses 11,12
When Jesus said what we read at Matthew 11:11, John was already imprisoned. Jesus made it known in advance that this imprisoned prophet was lesser than the least one who in the future would serve as a king-priest in the heavens. Yet, Jesus also seems to have known that John was soon to die, passing off the earthly scene before the “new” way to heavenly life was opened. (Hebrews 10:19, 20) That meant that John would not survive until Pentecost 33 C.E., when the anointing of Jesus’ disciples with spirit began. Hence, Jesus’ comment at Matthew 11:11 can be taken as well to be an indication that he knew that John would not go to heaven.

According to Jesus own words, no man had gone to heaven for all those 4,000for all those years of humanhistory down until his day. David, Job and John the Baptizer will receive a resurrection to life on earth. In fact, all faithfull men and women who died before Jesus died had the hope of living again on earth, not in heaven. They will be resurrected to become some of the earthly subjects of God's kingdom(Psalm72:7)So why do some people go to heaven and others stay on earth? What work does Jesus have there? The answers to these questions are important. This is because these who go to heaven will share with Jesus in his work They go to heaven for that very purpose.
Jesus will rule over the new earth as king of God's heavenly government. Long before Jesus came to the earth, the Bible book of Daniel foretold that the son of man is Jesus Christ.Jesus Christ(Mark14:41,62) And Daniel goes on to say:"His rulership is an indefinately lasting rulership that will not pass away,and his kingdom one that will not be bought to ruin".(Daniel7:27)These expressions'the people'and'their kingdom' let us know that others will rule with Christ in God's kingdom government.
So thosewho go to heaven, go there to serve as jopint rulers with Christ in God's heavenlygovernment. While Jesus is the main seed of promise, God chooses others from among humankind torule with J in the kingdom. They thus become part of the seed, as the Bible says:"If you belong to Christ, you are really aAbraham's seed, heirs with reference to a promise."(Galatians3:16,29 ; James2:5).
But why does God choose these rulers from among hunankind? Why not have angels rule with Christ? Well, it was at the earth that Jehovah's right to rule was challanged. It was here that the faithfull ness of men to God was put to the test under opposition from the Devil. It was here that Jesus proved his full loyalty to God under test and gave his life as a ransom for mankind. So it was from the earth that Jehovah arranged to take a "little flock" of persons to be associated with his Son in the heavenly kingdom. They are the ones who, by their faithfullness to God proved to the Devil's charge that men serve God only for selfish reasons. It is fitting , then, that Jehovah uses these humans for his Glory.(Ephesians1:9-12)

Since the beginning, when death came to Adam and Eve and their offspring. As far as I can tell from scripture, Adam and Eve repented of their sin, and believed in the future messiah and salvation that God had promised. So when they died, they went to heaven to be with the Lord. Absent from the body = present with the Lord.

Before the Messiah, Jesus, died on the cross, those Old Testament faithful who believed in the one true God, when they died, went to Abrahams' bosom. Jesus tells a story about such a man, a poor man, who was being comforted after death. Jesus released their souls into heaven when he "led the captives in His train"....and to this day, when a believer dies, they go to the Lord's presence there. Why is it heaven? I don't know. That is what God has made for us, and I'm grateful that He has.
