"The Prophets and the Law" refers to the Old Testament.
It was prophesied that Elijah the prophet would come before Messiah. Jesus is stating that John the Baptist is His Elijah.
Elijah preceded Elisha, who did twice as many miracles as Elijah did. But it is the verse that follows those two that will tell you what the passage means.

Who, then, was this coming Elijah? His identity was revealed when Jesus Christ said: “From the days of John the Baptist until now the kingdom of the heavens is the goal toward which men press, and those pressing forward are seizing it. For all, the Prophets and the Law, prophesied until John; and if you want to accept it, He himself is ‘Elijah who is destined to come.’” Yes, John the Baptizer was the foretold counterpart of Elijah. (Matthew 11:12-14; Mark 9:11-13) An angel had told John’s father, Zechariah, that John would have “Elijah’s spirit and power” and would “get ready for Jehovah a prepared people.” (Luke 1:17) The baptism John performed was a public symbol of an individual’s repentance over his sins against the Law, which was to lead the Jews to Christ. (Luke 3:3-6; Galatians 3:24) John’s work thus ‘got a prepared people ready for Jehovah.’

It means that all of the Old Testament was pointing towards Jesus the coming messiah and if the Israelites had acknowledge Him for who He was that John the Baptist would have fulfilled the prophecy about Elijah at the end of the OT.
Malachi 4:5 "Behold, I will send you Elijah the prophet before the great and awesome day of the LORD comes.

The key to understanding this scripture is to understand the pattern of God's throne.
There are four creatures before God's throne. God is in the midst.
Everything God does, he does according to this pattern.
Just as the early earth was created with four rivers dividing the face of the earth into four sections (with Adam placed in the midst IN THE IMAGE OF GOD). So are the ages appointed to this creation in four parts.
Be patient, we're getting there.
Each of the four ages begins with a patriarch whose origin is from something that can't bring forth life. Adam from the dust of the ground, Isaac from Sarah's barren womb (at 90 years old), Jesus from the womb of a virgin, and the final patriarch, the first begotten from the dead.
Each age ends with a descendant of the patriarch of that age who exhibits the characteristics of the age's patriarch. Nimrod ended the first age, John the Baptist (born from the womb of an aged barren woman) ended the second age.
John also was Baptising in Jordan. Gilgal should come to mind if you're any kind of Bible student. Gilgal was the place where Joshua was magnified. Jesus' Hebrew name is Joshua. So John was the fulfillment of that which Gilgal was a type.
So John the Baptist culminated the second age and so "the law and the prophets were until John". Elijah was prophecied to preceed the Messiah.
Take a peek in Revelation and you'll find two witnesses whose identity is Moses and Elijah, so we'll get the final fulfillment very soon.

The Jews believed that Elijah would return before the Messiah. "The prophets and the Law" is what we refer to as the Old Testament. Jesus was saying that everything that had happened up until then was foretelling his coming, which was ushered in by the return of Elijah (John the Baptist).

Elijah means "strength of Jehovah." John was prophesied as the "first elijah," but yet, there is another to come."
This isn't one but prophets who will be in one accord speaking the truth and grace if God in the last days.
read of Elijah. you will then see what type of servant he was.

This is the prophecy the angel of the Lord gave to John's father concerning John before John was conceived. Luke 1:17 And he shall go before him in the spirit and power of Elias, to turn the hearts of the fathers to the children, and the disobedient to the wisdom of the just; to make ready a people prepared for the Lord.
