what does smog test means?

am i required to take this test for my second hand car if i decided to buy one and let the DMV know about it? is this really a requirement if i buy a 2nd hand car?

If it is a requirement for your car's year of manufacturer, and your location, you have to have it tested to get your new license plates.

especially important on used cars.
