Wherever we are if I look over at her she is always looking at me. Sometimes she smiles; sometimes she squints her nose and eyes and then quickly looks away.
She occasionally “accidentally” bumps into me, or she will try to give me a high five.
She also gives my mom a lot of attention whenever she sees her. I asked her 1 year ago if she liked me and she said we were just friends, but that was before she started doing all of this. She will always take my notebooks, she laughs a lot around me, but sometimes she is very mean, I know she is joking, but I’m getting a lot mixed messages.

I need a girls view of the situation.

Yep no doubt about it, the girl likes you! Definately if she can't stop smiling when she's around you and "accidentally" does stuff lol. Even if she's mean, girls are mean to guys they like a lot just to make it not so obvious! But yeah she likes you, so if you like her back you should probably talk to her!

It sounds like she does by the things you say she is doing. You also said you asked her a year ago... try again. She might be having mixed feelings herself because she might value you as a true friend and be afraid to mess things up if you took things further. Try talking to her again and if she says no then chalk it up to her just being a flirty person and looking at you as more of like a brother

Hmm... try doing something dairing... that might give you a sign. But yes, these do seem like positive signs.

...except, I'm a guy. You should get a girl's opinion on this, lol.
