Sounds like her anal glands need to be drained. Take her to your vet or groomer and they will do it.

Q: DOG RUBS BUTT ON RUG
My dog is starting to rub her butt on the rug as if she is itching. She 6 yr. and never did this before, is it a medical problem or bad behavior?
-W
A: Dear W,
This is definitely not a bad behavior. There are two reasons a dog does this: either clogged anal sacs (which I am guessing this one is), or uncomfortable/runny poop. Often a dog with diarhhea or even constipation will have some anal irritation, which can itch (kind of like hemorrhoids in people).
If her poop is normal, it's very likely to be clogged anal sacs, which is extremely common, particularly in middle-aged or older dogs. Anal sacs are little glands by the anus which contain a musky, oily substance that is produced for marking and mating behavior. It is this substance which is the source of the "stink" that happens when an intact male dog is mounting other dogs.
As dogs get older, and especially if they are spayed/neutered, it is easy for these glands to become clogged. It's uncomfortable and itchy, and pretty much always results in the bum-rubbing behavior you describe. Often dogs will also lick the area excessively.
It's cheap and quick to have your veterinarian clean out her anal sacs, and it is something that your vet will have done hundreds of times before. She shouldn't need to be anesthetized for this procedure, and it only takes a couple of hours, if that. Just be glad you don't have to be around while it happens - the stink puts skunks to shame!

She is expressing her anal sacs, the glands all these people are telling you about is the truth.. you need to put on rubber gloves and press her butt where she has the two curly, cowlick areas. Brown stuff then oozes out and the pressure will be relieved.

It could be that she needs to have her anal glands drained. Take her to the vet but ask him about a food supplement - I believe there is one available that will help to stop the problem recurring.
I think it's right that groomers learn how to do this too (my daughter at college can) but apparently it's rather a nasty job.
My friend's dog ( springer spaniel) had this problem but change of food seems to have stopped it - you could try that.
