greetings...usually when someone replies in that fashion it means their not interested in you romantically. this is assuming you were clear on your intention. also, that kind of reply could mean you surprised them. perhaps caught them off guard and he gave you a panic response. he could also be involved with someone else which could explain his response. if this was a total stranger you said this too, i would try again. if you've known this person, and your fairly certain you were clear on your intentions, then take it for what it is and move on. good luck

Sorry, but I think he wasn't interested in you as anything more than a friend. If he didn't say it outright, and he knew you two would lose contact, then it's not likely that he "loves" you. Plus, he included your mom in his statement. That pretty much justifies it.
