Anyone without a social security number is not allowed to work in the U.S. It is a crime for them to work here and a crime for you to hire them. Ever hear of businesses being raided by the INS? You are doing the same crime as the owner of the meat packing house . Try hiring a legal, legitimate US citizen the next time.
To answer your question anyway, what usually happens is the illegal steals a good SSN and gives it to you. You use this SSN (and pretend you don't know it is stolen) and issue a 1099 to the person. The person then files taxes using their real ITIN crossing out the SSN and replacing it with the ITIN. The IRS won't tattle on either of you, but if the INS find out through different means, you both can be arrested.

you can't! that's part of the problem with the illegal alien criminals. They don't pay taxes but they take services that WE pay for.
