Pop singers are 90% marketability and 10% talent. The music business goes in cycles; female singer-songwriters, boy bands, pop princesses, etc.
You can't go to college to become a pop singer.
What you can do is go to college to major in, say, business for when your dreams of pop-dom fall through. If you want to sing, and be an real musician, you'll have to go through a music program and every music program teaches in a classical style, including music theory, lessons on your principle instrument, music history, etc.
Most schools that offer a music business degree offer it through their school of music. There are two schools that I know don't, although there might be a couple more. Belmont University in Nashville is home to the Mike Curb School of Music Business. They don't require you take any music courses, however, their courses are in how to work in the music industry (sound recording, music publishing, etc), not how to turn you into a pop star. My alma mater, the University of the Pacific, offers an Arts & Entertainment concentration through the business school. These are the two I know of where you don't have to take a single music course, though I think there are a few others.

I want to be America's Next Top Model and I don't think there's a college for that...In other words, I have no idea! If you are going to highschool, there's a good one for performing arts called LACHSA i think. Good luck with your singing!
