She 2 years old which means she should have had it 4 times.... But she's only had it twice. She should have one in the spring and another in the fall

If it has been over 2 years since her last heat, I would call a vet. If she cycles like average (every 6 months) than she hasn't been in heat for over 18 months and needs to be checked by a vet.

Some small breeds only come into heat every 12-14 months, so she may be fine she just doesn't cycle like most dogs do. You could call and ask your vet if you want to, but she is probably fine.

Is it possible she experience a "silent heat'. It's one where she really doesn't show the signs but does go into heat. It can happen in small breeds and they can get pregnant when this happens. Also maybe her cycle is really long (like 8-10 months rather than 6 months). Are you sure she pure breed pomeranian? I heard Papillons only go into heat once a year (as do some larger dog/wolf hybrids).

You may want to talk to your vet about it on her next visit.

When a female doesn't get bred she will usually come in heat every 9 months. If you are not going to breed her please have her spayed, it will be so much more healthier for her and she will live longer and stay a puppy at heart.
