It will usually bring up the image and begin to play, but then stutters through the piece. Does anyone know how to correct this issue?

The problem may be with your connection speed
If you are using Dial-up then it certainly is
if you have DSL or Cable then you may have programs running that are using up bandwidth and slowing down your download speed

definite I do keep in mind that, and now they have the Emergency Alert equipment TESTwith that stressful noise. I purely mute it everytime it starts off to come again on. I manage it like a advertisement, bye!!!
