After reading some of the answers from these diving instructors I am still shaking my head. They seem to all be giving their opinions without any facts to back up their answers. The problem with diving when you are overweight or obese is not the weight itself but the amount of adipose tissue in your body. This is something a BMI (Body Mass Index) will expose as a comparison to your height and weight. Obviously if you are a muscular person and your weight is mostly muscle then you do not have to worry, but when you are overweight or obese you should not dive. Adipose tissue will store nitrogen from extended periods of bottom time. The diving tables that are still in use today to do not compensate for large amounts of adipose tissue. The Divers Alert Network (DAN) has conducted substantial studies about adipose tissue and stored nitrogen. What this means to an overweight or obese person is that even if you correctly calculated your hang time to decompress you could still end up getting the bends from stored nitrogen in your fat cells.

Actually it depends on the tank. Steel tanks are heavier than aluminum and when a tank is full of air it weighs more than when it is empty. A full aluminum 80 cubic foot tank will sink, whereas a empty one floats.
But to answer your question, the divers don't float because they wear weights to allow them to go under water.

most divers use weight belts to help them stay down - many great dive sites have very salty water and the more salient the harder it is to stay under water.

I don't know if you've noticed. Air tanks are heavy, buddy. Ever picked up a cylinder of compressed gas? Now put it on your back. Those things don't necessarily float!
