The nearest post office with passport services near Puyallup is in Sumner. Another location is in Tacoma. You do need to do this at a post office with the passport office. Many require an appointment - particuliarly the smaller offices.

You can get a Passport Application at the Post Office. Then just fill it out with the required documents, pictures, etc. and wait.
