Basically, it depends on if hes a shy person or hes very outgoing. You can really tell if I guy likes you when he looks at you a lot, and he gets nervous when he talks to you. And, if he takes really long to answer questions, that just means hes looking for the right thing to say. I think you should go for it and tell him how you feel. What do u have to lose? Go for it girl! But, just make sure you read the signs right, because you also may not want to ruin a friendship.

if hes the shy type then he'll probably be ignoring yu and will act all weird wen hes around yu sometimes...he might be even lookin at yu from across the room wen u're not lookin and wen u see him he'll look right 2 the other way
if hes the outgoing type then he'll probably be smiling at yu alot or tryin to flirt with yu
