I think you should contact the embassy and ask them to assist you in arranging your documents. I am assuming that you are out of your home country. I'm not sure about the laws there but in my country a person must sign for power-of-attorney if they wish for a family member to collect legal or highly sensitive documents in their stead. The embassy may be able to assist you, if not then contact the university and ask them how you may obtain the documents because you are out of country and unable to collect them. They may be able to mail them to you for an additional fee.

ask your government the procedures how to get your papers. thats if you have government already....
