Blond jokes are aimed at poking fun to an often false idea that I.Q. correlates with hair color, which is silly to begin with. The other is based around the idea of bigotry and demoralizing people because of their racial or ethnic background. So, in short, one is to poke fun the other has malicious intent behind it.

I like all jokes. I am a blonde french jew raised as a catholic by the Irish Chirstian brothers and my german grandmother in a Hungarian neighborhood. Now who could be more sensitvie then me?
Plus the 70's taught MAJOR minorities that they could say what they want, but no one else can.

History makes racist jokes so touchy, but if its a joke thats not really touchy its okay. You can change the color of your hair, but not what race you are.
