It could be about cats as the others say, but it's also an idiom.
If a person is coughing hard, we will say...
Are you trying to cough up a fur ball?

First of all you have to identify where this sentence came from ...if you just want to know what "cough up a fur ball" means then everyone on here has explained it correctly but if its part of a lyric from a song or maybe its from a poem (which is similar) or in some literary text ... well, it could have an allegory meaning ... and you have to understand the whole text to find the true meaning ....

Usually in reference to a cat. When they bathe themselves and shed their fur, it gets into their system and they vomit the fur occasionally. I think it is because they cannot digest the fur, but I am not completely sure.

Generally in felines (cats) they constanly lick their fur. NOw, this fur gets caught in their stomach and builds up. once the hair becomes too much for the cat's stomach to handle it throws the hair out of its stomach and it is referred to as a "fur ball" if someone said to you "Dont cough up a furball" generaly it means that they are asking you not to freak out or get too "jiggy" with it and to relax.
