If you are breathing a gas mixture that is 79% nitrogen and 21% oxygen, are there risks to your general health?

NO, because you are doing that very thing right now.

Earth's atmosphere is 79% Nitrogen, 20% Oxygen, and 1% a whole bunch of other stuff.

So i would say 79% is a large amount of Nitrogen. And it does nothing to you.

That's the proportions of that make up air we breathe. There is a 1% made up of all sorts of gases, but the 79%-21% rates are right.
