It depends on if you want the total square footage or living space.
If you build a stand alone room 18x14 the living space is less the thickness of the outside walls.
If it's interior space you have to deduct anything that's not usable, by the consumer in some way.
There are many variables to your question. So we really need more information.

The actual square footage of floor space is 252 square feet but that does not determine the material needed to install a floor in the room. If you are using carpet 15' wide goods would fit well without a seam. Then the square footage of material needed would be 270 square feet if you are using 12' goods you would need 12 x 18 and a fill piece conservatively of about 12 x 6 feet if you are using a non patterned carpet. So the carpet you would need would be 12 x 24. 288 square feet. If you are using vinyl it would be similar but you must add your pattern match. If you are using cartoned goods such as hardwood, ceramic, stone, laminate, etc. you would find out the packaging information. Many products are packaged 20 square feet per box for an example and require a waste factor of let's say 5-10 percent so you would need 14 boxes of material. That would equal 280 square feet
