Are you referring to the Flash player plug-in on your browser? If so, upgrading to flash 9 player will still be free.
It depends what version of Flash the developer used to make the Flash application. Sometimes the code used will only work on the latest version of Flash, so the user has to download the newest plugin to see it.

Flash Player 9 is still free and you always want to use the latest version because it's more stable, bug fixed and some webpages won't work with the older version.

some website requires the latest version of flash, but the site will tell you need to upgrade to version x but if you're not interested in viewing the website don't bother to download unless you have spare time and fast connection usually take about 1min if you have DSL

some web sites use only the latest version of flash when they make their web site so they can display the latest tricks, if you have version 8 you won't be able to see the version 9 tricks
