It's like all the other Pokemon that "Talk" But they don't really talk, its all just Telepathy just like Jirachi (From Pokemon Wishmaker), Mewtwo (from Pokemon the 1st movie), and Possibly Entei (From the 3rd movie) and Lugia (From Pokemon 2000). So to answer your question, I guess you can say it talks. You should watch the movie, it's great ^^

I've seen that movie so I can tell you that he definitely talks in it but only through telepathy.
