Yes it is better than just plain Coax. The last guy pretty much had it right, but he had the order of quality messed up a little. Coax/RF is at the bottom, next is composite, then S-Video, then component, then DVI/HDMI.

Yes S-Video carries a higher quality digital picture than standard coax. Composite is a little higher than s-video, component is higher than that and if you have HD then you want DVI or HDMI for the best HD picture.

If you're thinking of upgrading your video there are also cables that carry better sound like a digital audio or optical audio cable. All of these of course are only available to you depending on your television and other hardware like you cable box/cable card, dvd player and dvr/tivo

yes, if you mean from the cable box to the tv. the coax going into the cable box carries a digital signal that needs not any special medium to be better quality.
