It is too important to ignore, so the USA much eliminate all discharges while 3rd world nations such as China can discharge as much as they want to without regard to effects on the environment.

There is not any Global Warming.

The opinion of peer-reviewed published science has been in place since 1993 and has only gained strength over the intervening years. The world governments (178, all the industrialized nations except US and Australia) have signed the Kyoto Protocol, pledging to reduce emissions that of 1998, I believe.

The United Nations formed the IPCC which said back in 2003 that humans were resposible for GW.

There's been a concerted effort funded by oil company money to confuse and obfuscate the issue, but that's been changing recently.

Last year, in addition to Al Gore's movie, quite a few evangelical leaders, fortune 500 executives and oil company men signed a GW initiative. A democractic congress just took office. So, oil puppet Bush is losing his support base on this and in addition, the new IPCC 2007 report is due to be released this month and it's been leaked that it contains even stronger language regarding global warming than the last issued back in 2003. So, Bush had no choice but to follow suit in his State of the Union Message last week, saying it was time to address climate change.

Prevously, the White House had been actively suppressing interviews and forcing scientists to play it down. So, it sounds to me like the lid is finally off the pot and things will continue to move in the right direction.

Here's what Ben Witherington III, a prominent evangelical Biblical scholar, had to say about it last week:

1600 pages is a big report. Trouble is, it is only the first of four parts, the result of an enormous and some have said definitive report demonstrating beyond reasonable doubt that there is human causation of several sorts when it comes to global warming. The first part will be out in early February. America's top climate scientist, Jerry Mahlman joined with Canada's leading climate scientist, Andrew Weaver in saying the evidence is now compelling and beyond dispute. I will not belabor the point since we have been talking about it already this week. I will simply say this report is written by 600 scientists reviewed by 600 others from 154 countries. That is what we call definitive and compelling. And one important thing about scientists. They tend to be very cautious as a group. They use words like maybe, possibly, or probably. They hardly ever say something is definitive, or beyond argument. This is what makes this peer reviewed detailed report so remarkable.
