Extender is the best verb in this case, because it literally means "extend, spread". The conjugation would be "Extiendes [ ] sobre toallas de papel por cerca de 15 minutos hasta que se enfríe".

esparcir or extender

It's not untar. Untar is used when you want to say that you spread butter of something creamy on bread. I'd say use the verb "poner" (it's literally translated into "put" but it works in this case)
